All Campsite Lessees on the
Moshannon State Forest

Dear Campsite Lessee:

It is the goal of the Bureau of Forestry to provide recreational opportunities on the State Forests which are available only from large tracts of relatively undeveloped forest land.  In the past few years the three and four wheeled all-terrain vehicle (ATV) has become increasingly popular.  Many people associated with campsites on State Forest land have inquired about operating ATVs on State Forests.

The following describe the law and regulations governing the operation and the use of ATVs:

  • The use of ATVs on State Forest land is restricted to trails which have been specifically designated for their use.
  • The use of ATVs on other trails and areas which are not designated for their use, including the State Forest roads, is strictly prohibited.
  • ATVs operated anywhere other than on the owner or operator’s own property must be registered with the Department of Environmental Resources.  A registration decal is placed on the ATVs rear left fender to indicate registration.
  • Persons under 10 years of age are not permitted to operate ATVs on State Forest land.  Persons from 10-15 years of age must complete an ATV safety education course and be certified before they can legally operate an ATV on designated ATV trails on the State Forests.

During 1987, pilot ATV trails will be designated on nine State Forests.  These trails will be open from Memorial Day through September 24, 1987.  The trails will be carefully monitored for environmental damage, safety, and conflicts with other forest visitors.  The designation of additional ATV trails will depend upon the Bureau of Forestry’s experience with these pilot trails.
There is no designated ATV trails on the Moshannon State Forest.  Please be aware that the operation of an ATV ANYWHERE on the Moshannon State Forest is illegal and punishable by a fine of not less than $25 and no more than $100 plus the cost of prosecution.  Please make other uses of your campsite aware of this (note item number 13 of the “Guidelines for Leased Forest Campsites”).
